Two stakeholders from the Building a Better Budget Process (B3P) Project, convened by Convergence and facilitated by CBI, recently testified before the Joint Selection Committee on Budgets and Appropriations Process Reform. Their address took place on May 9, 2018, and you can watch it here. The panel of four witnesses includes Emily Holubowich and Matt Owens, both of whom were participants in the B3P process.
